Elections

City of Rocklin general municipal elections are held in November of even-numbered years. Other special elections may be called from time to time by the City Council. City councilmembers are elected at large for a four-year term. The City Council serves staggered terms, i.e., two or three seats are open each election cycle.

The City Clerk’s Office is responsible for conducting municipal elections within the City of Rocklin. The following information has been prepared to help guide voters, potential candidates for office, and individuals and organizations participating in City elections.

There are two seats with terms expiring November 2026 and one seat with an unexpired term ending November 2024.

Nomination papers to seek office will be available from the City Clerk’s office prior to each election.

City Council Reorganization

On December 13, 2022, the Rocklin City Council unanimously appointed Vice-Mayor Ken Broadway as Mayor and Councilmember Greg Janda as Vice-Mayor for 2023. Councilmembers Gayaldo and Halldin were sworn in after winning the November election. Gayaldo and Halldin were both first elected to the City Council in 2018. David Bass was also sworn in to fill the vacated two-year seat left by then-Councilmember Joe Patterson’s resignation in June of 2022.

Voter Registration

To be eligible to vote in an election, you must register at least 15 days prior to the election date. Once you have registered, your voter registration will remain active, regardless of whether you voted in the last election.

You are entitled to register to vote if you are:

  • A U.S. citizen;
  • a California resident;
  • at least 18 years of age at the date of the election; and
  • not currently serving a state or federal prison term for the conviction of a felony.

You must re-register if you:

  • Move
  • Change Your Name
  • Change You Political Party Affiliation

Online voter registration is available through the Secretary of State’s Office at registertovote.ca.gov. A signature on file with the Department of Motor Vehicles (DMV) or online interview will allow you to complete the process.

City of Rocklin – Measure F
Transient Occupancy Tax – Amendment to Rocklin Municipal Code Chapter 5.24

This Measure contains a proposed amendment to Chapter 5.24 of the City of Rocklin Municipal Code with respect to the City’s transient occupancy tax (TOT). The Measure would increase the City’s Transient Occupancy Tax (TOT) from eight (8) percent to ten (10) percent and expand its application to campgrounds. TOT is a tax charged to guests of hotels and similar short-term lodging, who stay for a period of 30 days or less. Hotel operators collect the tax when guests pay for their accommodations and then remit the tax to the City.

2022 General Municipal Election

The next General Municipal Election for the City of Rocklin will be held on Tuesday, November 8, 2022 to fill two seats on the Rocklin City Council for four year terms, as well as a Special Election to fill one seat for a two year term.

Nomination Period 

Those interested in becoming a candidate should contact the City Clerk’s Department who will assist candidates throughout the election process. The City Clerk will issue Nomination Papers and Candidate Handbooks during the nomination period from July 18 through August 12, unless an incumbent does not file, then the period is extended for five additional days to August 17, 2022.

The following candidates have qualified for the upcoming General Election and Special Election:  

4-Year Term Candidates – Jill Gayaldo and Bill Halldin

2-Year Term Candidates – David Bass and Matthew Oliver
